Lithuania has stopped selling annual electronic road vignettes as it prepares to replace time-based charging with the distance-based Via Toll system on 1 January 2027.

Since 1 July, operators have only been able to purchase one-day, seven-day or monthly vignettes valid until the end of 2026. Refunds for unused portions of previously purchased annual products will become available in early 2027.

Via Toll will charge M2 and M3 buses and N1, N2 and N3 goods vehicles according to the distance travelled on chargeable motorways and regional roads. Passenger cars will not be covered. Rates will also take account of vehicle weight, emissions class and fuel type, maintaining the environmental and infrastructure-impact principles used in Lithuania’s current vignette tariffs.

Lithuania's deputy transport minister, Dovilė Sujetaitė, said users would “pay based on the actual distance travelled and the impact their vehicles have on the environment and infrastructure”. She added that the proceeds would be reinvested in Lithuania’s roads. The new system is expected to generate approximately €110m annually for the State Roads Fund, although Via Lietuva said the tariffs would remain among the lowest in Europe.

Existing exemptions for certain vehicle categories will continue. A transport ministry survey of 1,016 residents found that 53% supported charging commercial vehicles according to their impact on road infrastructure. Some 9% opposed the approach and 26% were neutral.
